With reference to a very populous country that isn't India, and their very nice firewall that seems to block out any sensitive issues:
I think a lot more people outside said country could be talking a lot more about the issues that are in the country, simply by using sneaky methods to refer to the relevant topics without mentioning them directly. They in the country can't say much themselves because they get locked up, but we sure can and if ONLY a couple million of us had to try we could make it MUCH harder for the 'wall to block. Many more people thinking about the problem would surely generate more useful ideas and make it that much harder to contain.
Think, blog up the noise level a bit. Change strategies.
Idea 1: Well, spell funny. The spam people have it down pat, so use the same techniques they do to do some good.
Idea 2: Sprinkle references to issues on websites that have strategic importance, e.g. research, etc. If they close them up they lose the benefits, if they keep it open they get read by citizens. If they try to keep it open but take out the "bad" bits, it'll be much harder to get right.
Idea 3: Write these things in other languages, maybe with translation software to unpick it afterwards. You can't block every concept in every language. An extension of this would be to simply encrypt the info, post it everywhere, have the public key easily available.
